Meeting called to order
at 8:10 pm EDT. Bill Safreed, Karen Baum, Judy Ross, Harvey

attendance. Kathi McKinney was unable to attend.
Minutes from the
August 27, 2013, meeting
- Minutes were distributed and approved via e-mail and have
been posted to the website.
Gathering report: Harvey
The names and rankings of
the judges submitted by the committees has been compiled and
sent to the Gathering co-chairs. They will be making
the decisions and contacting the judges.
ILR BOD Report -
Karen Baum
Karen reiterated that the
severance agreement with Jan had been implemented. Dar and
Susan are working the equivalent of a 4 day week. Phone
coverage remains the same: 9am to 3 pm Mountain time, Monday
through Thursday. Allen continues to be working one day a
week.
Allen and Paul are working
on getting all the systems back up. Karen talked to our ISP,
ServePure. A combination of events caused the failure and
limited their ability to get us back up on a timely basis.
They did provide us several software updates, including
Windows 2008 R2 for free. We are currently paying a rate
below their standard rate and below market rates. The office
is helping with getting shows entered that couldn't during
the crash. Member Steve Auld (an employee of GoDaddy) is
advising the ILR on some system matters as well.

Recent ones still need to be sent.
A proposal for
a Guidelines change was presented for review and approval on
a complaint procedure. The Governing Board would like more
time to review and consider the proposed language. The item
was tabled at this time.
There was
considerable discussion on changes needed for Novice
Performance. Tami submitted a proposal for the language
needed but there was no agreement during the meeting. Tami
will send a proposal via e-mail for further discussion and
voting.

Debbie Arendas has agreed to
replace Karen Dean as Committee Chair until a new chair is
selected by the Committee next year.

Survey: The
survey results were discussed by the committee.
a. Impressed
that 16 states responded, but still not enough members
responded.
b. Discussed
that more education is needed as indicated by several of the
comments.
c. Comments
about why members are not showing: main reason is expense;
next is lack of understanding how to prepare fleece for
showing.
d. Annualized
weight chart question was discussed in committee. Everyone
was given a chance to express desires and reasons to keep or
drop. In summary, more data is needed and more education to
members needs to be sent out.
e. The
committee agreed to conduct a 6-month education blast about
the annualized weight, its importance compared to other
breed standards, pros and cons for llama fleece. At the end
of 6 months, they will send out a new survey developed by
Fleece Committee to only llama owners asking only about
annualized weight.
Committee elections:
There was concern among the
Governing Board that the terms of several key people on
several committees are up this year and there has been a
lack of volunteers to run for open committee seats.
After some
discussion, Harvey moved that due to the lack of
participation in the 2013 ILR-SD Committee elections, we
"Suspend the Rules" for Rule C.3.b) to allow committee
members in the 2014 ILR-SD Committee election (to be held in
2013) to re-run for a committee without sitting out a year.
Tami seconded the motion, all approved. Entire rule C. 3.

Length/Limits
a) The term
length of each committee member is shown in the list of
Committees for the inception year of 2009.
b) Committee
members can serve only one term before sitting out from that
Committee for a year. An exception is being made in that the
initial Committee appointees whose term will expire in 2010
and 2011 will be allowed to rerun for an additional
five-year term without sitting out a year.
c) A Committee
person completing a term on one Committee is free to run for
a position on another committee without sitting out a year.
d) A
Chairperson can serve a maximum of two (2) consecutive years
as the Chairperson of a Committee.

Attachment for Judges' Committee
proposal:
The Judges Committee has proposed these needed changes for
our 2014 Guidelines. It has come to our attention by giving
a 10% determination to fleece, that some Judges then wonder
what percentage would be needed for head, ears, front legs,
rear legs, topline, etc. This may be a reason some judges do
an 'overload' when it comes to the consideration of fleece.
We still want fleece to be a consideration, and in saying
that the JC feels the following verbiage will better suit
this need.

1. Approved Halter Class Guidelines
a) Halter classes will be judged based on the conformation
of the animals in the class as viewed from the front, rear
and the side while in motion and at rest. The overall
conformation & balance will be considered as well as
evaluation of the smoothness of gait while in motion. Fleece
consideration is 10% of the judge's evaluation. Fleece
characteristics to be evaluated would include luster, handle
and fineness

a) Halter classes will be judged based on the conformation
of the animals in the class as viewed from the front, rear
and the side while in motion and at rest. The overall
conformation & balance will be considered as well as
evaluation of the smoothness of gait while in motion. The
judge, at his/her discretion may assign a small portion of
the overall evaluation to Fleece. This consideration should
be used in the event of a close pair or a tie. Fleece
characteristics to be evaluated would include luster, handle
and fineness. It is the job of the Halter judge to evaluate
the animal as a whole based on positive attributes. The
fleece is a positive attribute and should be acknowledged
however the judge should not loose sight that overall
conformation, balance and movement are of critical
importance.

a) The purpose of these divisions is to sort groups of
animals exhibiting similar phenotype and fleece
characteristics for judging, and keep the competition fair
and to optimize the available points for all competitors.

and 10%fleece characteristics (as stated in section XI.
Halter, part 1a).

It has come to our attention, with a recent situation, the
need to alter the written verbiage concerning the Judging of
Showmanship. With the understanding when this division was
first developed within the ILR-SD, it was done so with
allowance of judges to utilize, at their discretion, the
ability to work these classes more 'showmanship-like', than
another Halter Class.

1. Showmanship Procedures and Judging
a) Showmanship participants will be judged on their
preparation:
(1) Grooming of the animal
(2) Halter fit
(3) Properly trimmed toenails
(4) Halter/lead coordination,
(5) Personal attire and presentation
(6) Presentation of their animal as if the animal were being
shown in halter, i.e. well-behaved animals will have an
advantage.
b) The animal itself will be evaluated on
grooming
and
training
but not on conformation.
c) Exhibitors will be expected to present the animal to
optimize its best characteristics while following judge's
instructions regarding patterns, quadrants, etc.
d) It is recommended that the showmanship pattern be similar
to the judge's preferred halter pattern as appropriate to
the show ring layout.
e) The judge will also evaluate the knowledge and demeanor
of the exhibitor as they interact with the judge, ring staff
and other participants while showing to the judge.

*The goal of the showmanship class is to present the animal
to it's best advantage. In a "real life" situation, this
might involve changing place in line, maneuvering around the
show ring, backing, etc. To this end, the judge may ask
exhibitors to perform such maneuvers as backing, changing
place in line, etc. The judge, at his/her discretion, may
request these additional techniques in evaluating the
overall conduct of the class.
d) It is appropriate that the showmanship pattern be similar
to the judge's preferred halter pattern and appropriate for
the show ring layout. The judge may, at his/her discretion,
request additional patterns to demonstrate the showman's
ability to negotiate instructions.
