The first meeting of the ILR Show Division, Judges Committee was called to order by Mark Smith, ILR Board Member, at shortly after 7:00pm EST on January 18, 2009. All committee members were present on the conference call. Committee members are: Ken Austin, Terry Duespohl, Barb Harris, John McDougall, Mark Smith, and Judy Steffel.

Mark explained the organization of the Show Division. There are seven committees. Each committee will elect a chair. The seven committee chairs along with the ILR Board will serve as the governing body of the Show Division. The committee chairs will present the work of the individual committees to the ILR board for approval. The elected ILR board members will be the only voting members of the governing board—at least for now. The ILR board will either accept committee reports, or send them back to committee (with comments) for further consideration. It is the intention of the ILR board that the work of the Show Division be accomplished through the committees. Mark further explained that there is obvious overlap between some of the committees and stressed that cooperative effort will be necessary. The first governing board meeting is scheduled for January 22, 2009.

After brief discussion, the date and time of the next Judges Committee meeting was set for Sunday January 25, 2009 at 7:00pm EST.

The next order of business was to elect a chair and a secretary for the committee. Three committee members expressed a willingness to serve as chair: Ken Austin, Terry Duespohl, and John McDougall. After discussion, Ken withdrew because of potential time constraints. The election proceeded and John McDougall was elected chair. Terry Duespohl was elected secretary of the committee. John assumed control of the meeting.

The committee was in unanimous agreement that the most pressing business of the committee was to develop a list of judges that could be submitted to the ILR board for its approval at the January 22, 2009 meeting. This will address the need expressed by numerous show superintendents to be able to begin selection of judges for upcoming shows. After lengthy discussion, the motion was made that initially, the minimum qualifications to be included on the list of ILR judges was that the individual must have previously been certified by other show associations approved by the ILR Board and Governing Board.  (Motion:  Terry Duespohl; Second:  Ken Austin)  The motion was passed unanimously. 

Using this criterion, the committee then reviewed the list of people who had expressed an interest in being included on the ILR Judges list. After considerable discussion, and upon motion by Ken Austin and second by Judy Steffel, a recommended list of judges was unanimously approved and will be sent to the Show Division Governing Board for approval. That list of judges is attached to these minutes.

There was also general agreement that another pressing need was to develop a judging contract form that can be distributed to show superintendents. Terry Duespohl agreed to develop a draft contract as quickly as possible that can be circulated to the committee for review and comment.  The finalized version of this contract would be forwarded to the Governing Board for approval.

Productive discussion of numerous other issues ensued. These issues will be further discussed at future committee meetings:

        Judging Levels.  Initial discussions suggested that at least some committee members see no need to distinguish among “level” of judges. Show superintendents and judges need to take into consideration the level of experience and the size of the show when contracting for a show.

        Pay Scales.  While it was generally agreed that this is a matter to be decided between the show management and the judge, it may be necessary to establish some guidelines for inexperienced show management to follow. There was indication that these guidelines would be based upon expected numbers of animals showing.

        Ethical Guidelines.  The committee agreed that the prohibition against judges and exhibitors interacting has been over-zealously enforced.  The committee believes that while some general ethical guidelines are necessary, ultimately, the “market” will sort out those judges who behave unethically.

        Judging Guidelines.  As other committees move forward with their work, the committee will need to set forth some guidelines.

        Judge Training.  While recognizing that training judges will become necessary in the future, this is probably a “2010”-and-beyond issue.

        Retired Judges.  It was felt by some committee members that some of the “retired” judges might be interested in judging for ILR. The committee will develop a list of these judges for discussion at a later date.

Upon motion by Ken Austin, second by Judy Steffel, the meeting adjourned at 9:10pm.
