HALTER COMMITTEE Minutes
July 30, 2013

A Halter Committee conference call was called to order at 8:03 p.m. by Chairperson Niki Kuklenski. Other committee members on the call were: Carol Reigh, Justin Timm, Harvey Pool and Darrell Anderson. Tor Sorenson was not available for the call.

Niki asked for clarification on the procedure for submitting our committee's minutes and recommendations to the Governing Board. Harvey indicated that it was the responsibility of the secretary to submit the minutes to the ILR office, and they would distribute them to the Governing Board.

Niki also asked for additional input regarding the two issues sent to us by the Judge's Committee and Governing Board. After reviewing the various changes in the language and intent of the inclusion of fleece issue, Darrell moved the adoption of the following language to replace the current wording on Page 72 & 73 in the Guidelines:

"XI. HALTER  (page 72)
A. APPROVED HALTER CLASSES
1. Approved Halter Class Guidelines
a) Halter classes will be judged based on the conformation of the animals in the class as viewed from the front, rear and the side while in motion and at rest. The overall conformation & balance will be considered as well as evaluation of the smoothness of gait while in motion. The judge, at his/her discretion may assign a small portion of the overall evaluation to fleece. It is the job of the halter judge to evaluate the animal as a whole based on positive attributes of individual fiber types. The fleece is a positive attribute and should be acknowledged; however the judge should not loose sight that overall conformation, balance and movement are of critical importance.

A. APPROVED HALTER CLASSES
2. Approved Halter Divisions
a) The purpose of these divisions is to sort groups of animals exhibiting similar phenotype and fleece characteristics for judging, and keep the competition fair and to optimize the available points for all competitors. The judging of ALL divisions will be based on conformation and the use of positive fleece characteristics in close pairs. (as stated in section XI. Halter, part 1a).  

On page 73 - change list of classes to separate all 10 classes as individual classes, and beginning that "Classes may be combined state at as Superintendents so choose.

 Justin seconded the motion and a roll call vote was taken with the following results: Harvey - yes; Carol - no; Justin - yes; Darrell - yes; and Niki - yes. Motion carried.

Discussion then centered on the proposed changes in the showmanship judging as submitted by the Judge's Committee. The proposal was modified very slightly, and Carol moved the adoption of the following wording on Page 88 in the Guidelines:

 "XIII. SHOWMANSHIP     (page 88)

1. Showmanship is a skills based class that is judged on the handler's ability to exhibit his/her animal to its' best advantage.
2. Showmanship Procedures and Judging (renumber as 2.a. - e.)
Change 2.a.6 - Presentation of the animal as if it were being shown in halter class. 

Change 1.b (now 2.b) to:
b) The animal itself will be evaluated on grooming and training* but not on conformation.
* The goal of the showmanship class is to present the animal to it's best advantage. In a "real life" situation, this involves changing place in line and maneuvering around the show ring, etc. The judge, at his/her discretion, may request any additional techniques in evaluating the overall conduct of the class.

Change 1.c (now 2.c) Exhibitors will be expected to present their animal to optimize its' best characteristics while following the judge's instructions.

Change 1.d (now 2.d) to:
d) It is appropriate that the showmanship class be similar to the judge's preferred halter class procedure, and appropriate for the show ring layout. The judge may, at his/her discretion, request any additional maneuvers to demonstrate the showman's ability to negotiate instructions. "

Niki seconded the motion and a roll call vote resulted in unanimous approval of the changes.

The letter regarding a possible change in the description of the non-breeder class was discussed briefly, but no action was taken.

No further business was presented, so a motion to adjourn was passed unanimously - conference call adjourned at 8:35 p.m.
